The black-box tests start the real steel binary with a fresh config dir and telemetry on. Every run sends events to the production PostHog project, each from a brand-new install. Against a local sink, one run of cli_blackbox and dev_command sent 14 batches. With this change it sends none.

  • Set STEEL_TELEMETRY_DISABLED=1 in the cli_blackbox and dev_command helpers. The computer, secret and environment tests already do this.
  • Set it in the CI workflow env as well, so new tests are covered.
