[Bug]: Mobile App hangs when the agent presents a plan for review #24415

Details
For OMP (can verify other agents), when the agent presents a plan for review/approval/refinement, the conversation is paused. When accessing this agent on an IPhone (v0.0.51 (1)), I cannot interact with the plan. The conversation merely says, "an agent is working" and sits there.
Does this need separate handling? Similar to how MCP elicitation has it's own fields and handling by the agent, is this a dialog that is presented that isn't supported in Orcas mobile?

For anyone following the combined work in #25448: #30062 carries forward its Codex async-question support on desktop and mobile, including pending questions outside loaded history and resolution across clients.
It does not carry forward the shared decision resolver or plan-approval fixes, and it does not claim to fix the OMP/iPhone behavior reported here. If merged, it could provide a base for resuming the remaining decision-card work from #25448; this issue still needs its own reproduction and fix.
