Add operation-scoped registry selection, ring all-reduce, built-in registrations, Python plumbing, and mask-MPI correctness fixtures.
Raise action bounds, remove the unusable reduce-scatter registration, correct collective implementations, and add focused registry and mask-MPI coverage.
Compose configurable intra, inter, and broadcast stages in the engine, handle one-node and no-SMP topologies, migrate public selection keys to collective.*, and add topology and migration regressions.
