시뮬레이션 projection tail 로딩 범위 보정

• 프론트의 데이터 로딩 window 계산이 max_projected_tick뿐 아니라 projection_tail_ticks 선언값도 함께 보도록 보강했습니다.
• POI 기반 map anchor 메타데이터(poi_id, poi_name, poi_category, address) 타입을 확장했습니다.
