fix: resolve ecosystem Mission Home and SSC execution issues

Addresses #61 and #60.

Issue #61 — Living Ecosystem Bulletin / beginner UX

• implements Mission Home as the first layer of the authenticated dashboard
• adds deterministic typed mission routing with explicit advisory/no-execution semantics
• adds six beginner doors: Protect, Investigate, See, Build, Government/Contracting, Run Operation
• preserves the original advanced dashboard beneath the mission-first experience
• updates ECOSYSTEM-BULLETIN.md and docs/status/ecosystem-status.json
• marks P0 Mission Home implemented and P1 Beginner Mode partial, without claiming deployment before CI/runtime evidence

Issue #60 — USSF SSC / USSPACECOM execution track

• adds docs/partnerships/USSF-SSC-EXECUTION-STATUS.md
• reconciles already-completed repo deliverables
• records current official SSC entry routes
• validates current SpaceWERX 26.BZ Release 5 window and TACFI eligibility constraints
• records that SSC Small Business Office outreach has been sent while keeping government response/submission states separate

• Mission Home routes only; it does not execute actions or grant authorization.
• Government collaboration remains prospective. No endorsement, contract, authorization, clearance, or partnership is claimed.
