Add AEGIS cyberpunk War Room command dashboard

Adds a safe AEGIS War Room experience to Zyra with a floating launcher, cyberpunk Matrix-style visualization, defensive mission-assurance status, public/simulated geospatial and orbital awareness panels, Antarctica research continuity context, ETHER event visualization, and explicit safety boundaries.

Implemented boundaries:

• No target selection
• No weapon release / fire control
• No strike planning
• No direct drone flight or payload control
• No protected satellite control or targeting correlations
• No actionable critical-infrastructure exploitation detail

The UI is intentionally data-honest: live mode remains display-only until verified authorized connectors exist, and missing data is UNKNOWN rather than fabricated.
