• preserve explicit Remember semantics and make GERM a truly optional configured capability with no implicit localhost target
• update every host skill and release workflow to the AKOÚŌ 0.9, Earworm 0.6, and Akousmata 0.6 compatibility set

Validation

• 326 Python tests plus 13 subtests
