#### Why I did it
The same issue was found and fixed in the community version:
[https://github.com/sonic-net/sonic-buildimage/pull/26912](https://github.com/sonic-net/sonic-buildimage/pull/26912)
Our specific `docker-syncd-mlnx-rpc` container did not include this fix, so this PR applies the same community fix to that container.

Updated the ptf_nn_agent.py download URL in the Dockerfile.j2 for the docker-syncd-mlnx-rpc containe
#### How to verify it
- Build RPC image
- Check is syncd container active `docker ps`
- Inside syncd container check is ptf_nn_agent active: `supervisorctl status`
