Integrate docker-sonic-vs with build files

Add build support for docker-sonic-alpinevs

These changes are on top of #37 Some of the things added are :

1. Support for 'make target/docker-sonic-alpinevs.gz'
2. Move pkt-handler and syncd to trixie
3. pkt-handler made a seperate supervisor task
4. Add check for genetlink support
5. Always build pkt-handler to avoid the risk of missing changes
6. Instead of copying the alpinevs-init.sh from src/services/init, using a fresh one for alpinevs-lite. Continue sharing the alpinevs-config.sh with sonic-alpine
7. New topology file
8. Lucius endpoint configurable through an environment variable
9. Moved platform.json to the correct location. Added platform.json and hwsku.json for sonic-alpine, which hadn't been done earlier.
