Relocates the program IDL from
program/idl.jsontoidl.jsonat the repository root, to align with the other repos in the solana-program org. Convertscodama.jsontocodama.mjs, updates theidlfield and the README badge URL; regenerated clients are identical (only the path moves). Also reorders the JS-prefixed Makefile pattern rules ahead of the bare Rust ones so thatmake format-check-js-clients-jsresolves correctly on GNU Make 3.81 (e.g. macOS).
