Split! symbols and better rounding for scratch3 theme

Not quite finished, but I have been working on the Split! symbols. I do feel like i'm using transform a bit too much...

@ego-lay-atman-bay i've made this PR ready-for-review! As far as I can tell, there aren't any major issues, although I am worried about the fixed reporter rounding won't work with different Display Scales.

Sorry it took a while, I was busy with other stuff, but I'm looking into it now.

Some notes:

• |I if all the path instructions are relative (lowercase), changing the first M command will just move the whole thing without issues. You can use https://yqnn.github.io/svg-path-editor/ to view the paths, and also easily make things relative (just click the letter). That way you shouldn't need a whole lot of translate() transformations.
• paint-order can be an html attribute, it doesn't have to be in css.

I'm probably going to make the changes, so don't feel pressured to do it.
