This PR adds sourcetool's release workflow and a configuration file for goreleaser. It will build and signa a SLSA v1 build provenance attestation with Tejolote. It is generating it but it is not yet final as we're finishing some details to make the build definition compatible with the GitHub attestations store (where the release process will also push the provenance attestation).

Once we have the release process in place and cut the next one, I'll port the workflows to the new source-actions repo and use the built binaries.
