Description
Upgrading the version of Python used to 3.12. This is because SLAC & PyDM are now on 3.12, and it'd be good to keep up with them. These changes were done in the GH workflows and the environment file.
Also translated all previous type hints from the
typinglibrary to the built-in Python type hints.
