since you already set specified `user` key to root in the `cmd.run` state it makes no sense to use sudo, since it already executed as root.

Since you already specified
userkey to root in thecmd.runstate it makes no sense to use sudo, because it already executed asroot. You also assume thatsudois installed, which is not the case i.e. for a Debian base installation.
