This patch adds a job-level filter to add_new_issue_to_triage_project.yml so that PRs opened by Renovate (or Dependabot) and puppetsync's own `[puppetsync]`-titled sync PRs are no longer added to the Org Triage board. Neither needs triage, and together they were filling the New column faster than it could be emptied, burying the issues and outside contributions that do need a human. Issues and all other PRs are still added. See simp/puppetsync#97.
