This addresses an issue that we need to be able to indicate if we want to display the raw tag value or a (possibly translated) display value.

This addresses an issue that we need to be able to indicate if we want to display the raw tag value or a (possibly translated) display value. There are currently no keys that start with % so while brittle this is probably OK for the use case, see https://taginfo.openstreetmap.org/search?q=%25
