Vim 7.4 for ATARI ST/TOS Release 3

1) Added 68020-60 fastcall targets

2) Added vasm compiler file
3) Reset the VT52 console on exit
4) Added 'sane' command
5) Much TOS startup code has been moved from _early_init to init methods. There was no need to do much
startup if vim was exec'd with the -h option for example.
