Bug: 2.36.0 fails on https://runs-on.com/ runners #1033

Describe the bug
Since the release of 2.36.0, shivammathur/setup-php@v2 fails on runs-on runners.
It happens for both 8.4 and 8.5
Debug run didn't shed any light:

Will the shopware/github-actions#118
also make installing PHP using
spcworkor do we need to update somehow pipeline to use different command/spc build or use some params?
