feat: recommend TweetClaw plugin

Summary

• Add @xquik/tweetclaw to the Plugins panel recommended plugin list with a Help link.
• Add localized descriptions for recommended plugins so users can choose the right extension before install.
• Document the stop, install, Env Vars, and restart path in the English and Chinese READMEs.

Why

OpenClaw Launcher already supports one-click plugin installs per instance. TweetClaw gives launcher users a concrete X/Twitter automation option after onboarding for search tweets, search tweet replies, follower export, user lookup, media, direct messages, monitors, webhooks, giveaway draws, and approval-gated post or reply actions.

Validation

• Checked target code plus open and closed PRs/issues for TweetClaw duplicates.
• Confirmed this existing PR is from the kriptoburak fork and updated it instead of opening a duplicate.
• Confirmed npm latest for @xquik/tweetclaw is 1.6.31.
• Confirmed the TweetClaw GitHub link returns 200.
• Parsed English and Chinese i18n JSON.
