Remove stale check.yaml, test.yaml, land.yaml (replaced by devlib-generated workflows).
Fix nix.yaml root-level with: block (devlib template bug).
Inline nix job in release.yaml to avoid actionlint workflow-call issue.
Update treefmt config: ignore oxlint, enable biome.
