Pins the wrappers to runtime 0.61.0 — slim phone chrome, plus live language switching on a mounted widget and the organizer's event language. These pin `@seatlayer/js` EXACTLY, so without this every React, Vue and Angular customer keeps resolving 0.60.0 and sees none of it. Step 2 of the forced release order; the release is not finished until it lands. `minimumReleaseAgeExclude` gains 0.61.0 for the same reason it lists every version back to 0.53.0: the policy rejects anything published in the last 24h and our own runtime went out minutes ago. It still applies in full to every third-party dependency. Verified against the real published 0.61.0 rather than a workspace link: build, typecheck, 32 tests, attw/publint, check:version, public boundary.
