fix(docs): update ToS link and mailing address

Proposed Changes

Update two pieces of info in the Privacy Policy document. The policy itself remains unchanged.

The two updates are:

• The link to the Terms of Service
• The Scratch Foundation mailing address

Reason for Changes

• The Terms of Use document has moved, and is now called Terms of Service.
• The Foundation's mailing address has changed
