Summary:
This pull request adds a lightweight Settlement Review Copilot to the settlement workflow.
The feature helps Mariana identify operational settlement risks before finalizing or sending settlements to artists and agents.

The goal is not full automation. It is improving operational confidence during settlement review.

The copilot surfaces these risks contextually and provides explainable review guidance without removing human control.
