Running analysis in builder results in "unable to verify the first certificate"

I receive this error "unable to verify the first certificate"

Is this perhaps a result of using a self signed certificate?

I've run into this problem but so far haven't successfully solved it. Currently I have two theories for what causes it:

1. It's resulting from some configuration of libcurl or one of its wrapper libraries, such that the requests being made aren't using the system's trusted certificate store, and therefore do not know about the root certificate that authenticates the self-signed certificate.
2. It's actually nothing to do with the certificate, and in fact is because the geocoder database and/or geocoder extensions aren't set up correctly. Right now there's nothing in the build or install process to fully create the geocoder data fixtures. I need to work on that more, as not having the full geocoder configuration definitely makes adding analyses fail.
