Add Cloudeval to Development. It provides an interactive terminal workspace for cloud evaluations and reviews, with project context, report views, chat/thread switching, slash commands, and local session history.
Against the contribution requirements:
Affiliation: submitted for the Cloudeval AI project. The public CLI uses a custom proprietary license and requires a Cloudeval account and hosted service; it is not presented as an open-source or offline evaluator.
Validation: no existing Cloudeval entry or prior PR found; the added repository link is publicly accessible; the current npm package reports version 0.38.5. The diff adds one entry and follows the neighboring Markdown format.
