Fixes root-project#7614. This reads ROOT_LOG environment variable to configure the verbosity for channels and globally. Example: export ROOT_LOG='ROOT.InterpreterPerf=Debug(3),ROOT.RBrowser=Error'

This PR implements reading the
ROOT_LOGenvironment variable to configure the verbosity for channels and globally, resolving issue #7614.It allows setting verbosity for specific channels like:
export ROOT_LOG='ROOT.InterpreterPerf=Debug(3),ROOT.RBrowser=Error'and also supports setting a global fallback like:
export ROOT_LOG='Info,ROOT.RBrowser=Error'I have also added a unit test in
testLogger.cxxto verify the environment variable string parsing logic.Checklist:
