Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [@nomicfoundation/hardhat-toolbox](https://github.com/NomicFoundation/hardhat/tree/HEAD/packages/hardhat-toolbox).
