…tup script The prepare-commit-msg hook was already installed in .git/hooks but was not tracked in hooks/ and not installed by scripts/setup-git-hooks.sh. New contributors running setup-git-hooks.sh got the validator (commit-msg) but not the auto-normalizer, causing commit failures on bare messages instead of silent ZIR-000: prefixing. This commit also tracks hooks/commit-msg, hooks/commit-msg-template, and scripts/setup-git-hooks.sh which were living only on feature branches and not on main, closing the full normalize-then-validate pipeline for all contributors.
