Summary

• Implements plans 010, 011, 013, 014, 015, 016, and 017.
• Leaves plan 012 rejected because its profile gate had no hot-path evidence.
• Adds ESLint/Prettier baseline tooling, focused tests, preload hook versioning, geometry scale handling, and provider panel footer wiring.

Validation

• bun run test passed on local main: 40 files, 539 tests.
• Direct push to main was blocked by the repository rule requiring pull requests.
