The image-side work under §spec:userbox has landed: the shell tier ships
in the image, gh and chezmoi install from setup-user, and the skel
exported_bins is reduced to fvm. No workstream drives the section and
every requirement under it is satisfied, so it moves to complete. The
problem statement moves to past tense and records what the split
actually taught — a tool the image's own shell configuration depends on
cannot leave the image without breaking the configuration left behind.

§road:kind-podman-enabling still describes a world two merges out of
date: it expects the Kubernetes clients to come from userbox, and the
compose provider to resolve from ~/.local/bin. The clients now install
via setup-user (§spec:k8s-clients) and the provider ships in the image
(§spec:compose-provider), so the verify text names neither. The
workstream itself — the provider environment variable and the sysctls —
remains open.
