docs: align v1.7 documentation and CLI help

Documentation

• add bilingual v1.7.0 release documentation and README links
• synchronize compiler, test, Registry, release-runner, artifact, and Sonar evidence
• document Seattle/13 required and 10.1/11/12 optional compiler policy
• record final release-pipeline hardening in the changelog and release guide

CLI help

• synchronize Delphi help with implemented restore, plugin, GetIt, build, support, and IDE-profile commands
• add versioned FPC help shared through a testable contract
• support -h on FPC in addition to help and --help

Validation

• Delphi DUnitX: 332/332
• FPCUnit/Linux: 74/74 plus complete smoke suite
• actual Delphi and FPC help output inspected
• Markdown local links: OK
• use-case documentation contract: OK
