This PR extends the release-3.21 branch for releasing v3.21.4: it contains two changes.

First, it tweaks the Red Hat build to define GOFIPS140 to certified, which is required for FIPS compliance.

Second, it picks up a dependency update from the upstream branch which didn't make it into the upstream release of 3.21.4.
