This PR extends the
release-3.21branch for releasing v3.21.4: it contains two changes.First, it tweaks the Red Hat build to define
GOFIPS140tocertified, which is required for FIPS compliance.Second, it picks up a dependency update from the upstream branch which didn't make it into the upstream release of 3.21.4.
