Update so that when creating new or upgrading RN 0.80.x using templates, the React Native CLI package with the security issue fixed can be used.

Test Plan:
Since this is a simple template modification, no additional testing is necessary.
I have confirmed that version 19.1.2 has been released on npm for all three packages.
