Post-release bump per the versioning convention. SANDY_VERSION stays a -dev value until the next tag is cut, so _sandy_proxy_ref builds the proxy from the branch/main rather than a not-yet-existing tag. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
