Added a new load-balancing mechanism that is needed for several applications.
LRB offers comparable performance to the existing load-balancing mechanisms in Hornet.
For BFS with 10 different roots:

LRB : 14.2ms
BIN_SR: 15.8ms
kron_g500-logn21.mtx:
LRB: 7ms
BIN_SR:8.2ms
uk-2002.mtx:
LRB: 28.1ms
BIN_SR : 26.3ms
