…s docstring Tests verify the docstring contains: - SC-1: Return value description (markdown string, empty if no notes) - SC-2: Filtering criteria (human notes always, agent notes if graduated) SC-1 correctly fails (return value not documented), SC-2 passes (already covered). The loadAndFormatInitiativeNotes function in internal/executor/workflow_context.go needs a Go docstring explaining what it does and the filtering logic for graduated notes.
