Add Project Lattice user story inventory

This pull request adds a new design note document that inventories user stories for Project Lattice, organized by priority and feature area. The document provides a comprehensive, structured table of user stories that will guide the development and prioritization of features for the project.

User story inventory and prioritization:

• Added eng/design-notes/github/2026-06-project-lattice-user-stories.md, which lists user stories for Project Lattice, grouped by feature area (e.g., environment creation, application definition, deployment, drift detection, deletion, and post-MVP features) and prioritized as p0 (critical), p1 (core), p2 (important), or p3 (nice-to-have).
• Each user story includes a description, priority, PRFAQ reference, and owner (currently TBD), providing clear guidance for future planning and implementation.# Description
