Addition of moran.plot.drop and moran.plot.seismogram - #183

Two new variants of the Moran scatterplot. The Moran drop plot visualises indications of p-values and the Moran seismogram allows for visual inspection of potential local spatial weigths misspecifications.
Man files for moran.plot.drop and moran.plot.seismogram.
Fixed a typo (y axis instead of x axis for item "ylab").
moran.plot.drop is now a function of a fitted object of type locmoran.
moran.plot.seismogram is now a function of a fitted object of type locmoran.
Updated version of the drop plot implementation.
Updated version of the Moran seismogram.
Updated documentation.
Improved label behaviour.

The aim of this pull request is to integrate the two functions ‘moran.plot.drop’ and ‘moran.plot.seismogram’ into the main branch of spdep. These functions generate plots that allow p-values and critical values to be visually examined on the basis of the Moran scatterplot. The plots are presented in:
