README: how to turn the Decision Assurance Gate on

0.87.0 added the Decision Assurance Gate, off by default. The README said it can be switched on per project but not how. This adds a short "Turn it on, per project" section to README.md and README_PYPI.md (the PyPI page is fixed at release time, so this must land before the 0.87.0 tag):

1. set GRAQLE_DAG_ENABLED=true;
2. provide the required settings: GraQle ships no thresholds, salts or keys, you choose them; start from the GRAQLE_DAG_* section of .env.example, in the environment or in the private file at GRAQLE_DAG_SECRETS_PATH;
3. a missing required value raises a configuration error that names it; there is no silent fallback;
4. a one-line check (is_dag_enabled() prints True) and how to switch it off.

Docs only: 2 files, 22 added lines. The flag parsing was checked against the release code (true, 1, yes, on enable it; unset, empty, false, 0 do not). After merge the unpublished v0.87.0 tag is moved to the new merge commit so the release carries this README.
