The intake evaluation feature has been retired, so move the module to .void to exclude it from the addons path while keeping its history, and remove its setup/ entry. Also drop the base_group_backend test dependency from test-requirements.txt: it was only required by product_intake_evaluation and its setup/ path is being removed from rmm-oca, which would otherwise break the test environment. task-6798
