Add module to preserve tier reviews as history (archive instead of delete) on reset/restart, with a Reviews History list and a Tier Reviews menu. Depends on the _remove_reviews hook from base_tier_validation. Ports OCA/server-ux#1311.

Add
base_tier_validation_review_history: preserve completed tier reviews as history (archive withactive=False) instead of deleting them on reset/restart, so the reject/approve trail survives a re-request cycle. Adds a read-only "Reviews History" list on the record and a "Tier Reviews" menu across records. History retention is configurable per company and per tier definition.Ports OCA/server-ux#1311.
Depends on the
_remove_reviewshook in base_tier_validation (#150, reflecting OCA/server-ux#1307).
