Add webstepper_options attribute and line_context option to SnapshotTracer

Proposed Changes

Added a protected attribute, webstepper_options, to SnapshotTracer. This allows users to pass configuration options for the MemoryViz Webstepper when webstepper=True, otherwise a warning is shown. So far, the only option added is the line_context option that, when greater than 0, displays that number of lines before and after the traced code block.
