Move deploy descriptors under infra deploy

Summary

• Splits production deploy descriptors and prebuilt-image guidance out of Refactor control plane into domain/platform architecture and add production-ready local/dev infra #85.
• Moves Railway/Render configuration out of the repository root into infra/deploy.
• Keeps deploy descriptor review separate from local Docker infrastructure.
