Addresses the EKU portion of #14765.
Adds
PolicyBuilder.extended_key_usage(ObjectIdentifier)so callers can choose the OID checked by X.509 verification. The default clientAuth/serverAuth values remain when the method is omitted. Under the default extension policies, an end-entity certificate may omit its EKU extension; if present, it must include the configured OID. The configured OID is also used by the default CA EKU validator.Adds coverage for client and server policies, invalid input, and the builder's set-once behavior. Updates the X.509 verification documentation and changelog.
