Addresses #15801.
PyPy 8.0.0 on Python 3.12 supports the CPython 3.12 stable ABI. Replace the Python 3.11 ABI3 wheel builds with Python 3.12 ABI3 builds across Linux, macOS, and Windows. Python 3.9 through 3.11 remain covered by the existing Python 3.9 ABI3 wheels, while PyPy 3.12 can install the new
cp312-abi3wheels.The wheel builder’s smoketests will exercise the generated artifacts in CI.
