- Virtual environments should not be in version control - User-specific paths make it non-portable - Replaced with pyproject.toml and requirements.txt - Updated .gitignore to exclude virtual environments

This PR removes pyenv files from repository and replaces with pyproject.toml to address issue #57
It also adds TSV support in preparation for psych-ds/psychds-validator#105
