ADR-0170 places the user-run signer (ADR-0012) in tier A, customer-run Liskov code. Replace LICENSE with the verbatim FSL-1.1-ALv2 template (sha256 36b6082235c0a2105174927fc57cc6ae9c41f45a08af2bdcaee18a8dace56177) with the year and Moose Labs Ltd filled in, set the workspace license to the SPDX identifier FSL-1.1-Apache-2.0, and bump the signer crate to 0.3.0 so the first release under FSL is a minor version. The README says v0.2.0 and earlier stay Apache-2.0; the change is forward-only (ADR-0170 section 3). The release workflow already copies LICENSE into every archive. The workstation's cargo wrapper makes target a symlink into a scratch volume, and the pattern `target/` matches only a real directory, so every cargo run left an untracked `target` in the worktree. `/target` matches both, as in the other Rust repositories of this workspace.
