Add a build-time option, `true` by default, so that introspection can be
disabled for sanitizer test suites.
Use a `dependency()` object with a fallback, so that we can pass
options to the subproject when necessary (i.e. `introspection`).
Add a test suite based on andyholmes/actuary, with a matrix of
(gcc, llvm) * (fast, asan, analyzer).

Add a comprehensive CI workflow using andyholmes/actuary with a matrix
of (gcc, llvm) × (test, asan, analyzer) as requested in project-spiel#54.

- test: Standard meson test runner with coverage for gcc
- asan: AddressSanitizer for memory error detection
- analyzer: Static analysis via scan-build (clang)

The existing ci.yml workflow is kept for linting (clang-format,
python-black) and basic build verification.
