Version bump to 0.1.13. Bumps package.json, tauri.conf.json, Cargo.toml and Cargo.lock.

Ships the encrypted-export/import hardening (follow-up to #27 / PR #29):

• Refuse an export aimed at the live vault file (resolves ./.. and compares device+inode, so a ..-through-a-missing-dir spelling or a hardlink can't overwrite the vault and lock the user out).
• Pin the Rust↔TS error-serialization contract with a test; add a KDF-params↔VERSION forward-compat gate.
• Import message reports encrypted vs plaintext provenance; readable I/O error text in the UI.

After merge: tag v0.1.13 to trigger the signed CI release.
