Functions to be realized

These are the functionality to be added for the simulation:

• A CPU implementation with both intra and inter-node (ideally with AVX-512 optimization)
• GPU implementation for AMD GPUs targeting ORNL Frontier
• Test of Q# and QDK examples
• Aer-simulator like support to Qiskit
• NVShMem for the communication in the Adjoint operation
• Reset gate
• GPU-side measurement function
• Error models
